Di\u00e7ka e till\u00eb vjen n\u00eb koh\u00ebn kur ndryshimet klimatike pasqyrojn\u00eb k\u00ebrc\u00ebnimin q\u00eb po i kanoset mbijetes\u00ebs s\u00eb species son\u00eb, t\u00eb projektuar n\u00eb t\u00eb tashmen dhe n\u00eb t\u00eb ardhmen. K\u00ebrkuesit mblodh\u00ebn t\u00eb dh\u00ebna nga 123 vende p\u00ebr periudh\u00ebn 2000-2017 rreth ndikimit me karakter mjedisor t\u00eb korrupsionit, n\u00eb rritjen ekonomike \u201ct\u00eb gjelb\u00ebr\u201d. Rezultatet d\u00ebshmuan p\u00ebr nj\u00eb marr\u00ebdh\u00ebnie konsideruesh\u00ebm negative nd\u00ebrmjet korrupsionit dhe rritjes ekonomike t\u00eb gjelb\u00ebr, \u00e7ka reflekton se vendet me nivele shum\u00eb t\u00eb larta korrupsioni e kan\u00eb m\u00eb t\u00eb v\u00ebshtir\u00eb p\u00ebrmir\u00ebsimin e pasojave negative n\u00eb mjedis t\u00eb shkaktuara nga ndryshimet e menj\u00ebhershme ekonomike.<\/p>\n<p>Sipas tyre, e kuantifikuar, nj\u00eb rritje me 1 pik\u00eb n\u00eb p\u00ebrqindje n\u00eb nivelin e korrupsionit (ku variabla e varur \u00ebsht\u00eb vet\u00eb korrupsioni) shoq\u00ebrohet me nj\u00eb r\u00ebnie prej 15.47% n\u00eb rritjen ekonomike t\u00eb gjelb\u00ebr.<\/p>\n<p>Nd\u00ebrkoh\u00eb, duke kthyer v\u00ebmendjen drejt Ballkanit Per\u00ebndimor, progres-raporti m\u00eb i fundit i KE-s\u00eb, i publikuar n\u00eb n\u00ebntor t\u00eb vitit 2023, posa\u00e7\u00ebrisht p\u00ebrmend se \u201c<i>ka nevoj\u00eb p\u00ebr p\u00ebrpjekje t\u00eb m\u00ebtejshme\u2026 (n\u00eb) fusha ky\u00e7e t\u00eb sundimit t\u00eb ligjit, t\u00eb tilla si lufta kund\u00ebr korrupsionit dhe krimit t\u00eb organizuar<\/i>\u201d. Nj\u00eb anket\u00eb e K\u00ebshillit t\u00eb Bashk\u00ebpunimit Rajonal (RCC), e realizuar n\u00eb ver\u00ebn e vitit 2023, n\u00eb kuad\u00ebr t\u00eb Barometrit t\u00eb Siguris\u00eb, konfirmon se korrupsioni \u00ebsht\u00eb shum\u00eb i p\u00ebrhapur. Nd\u00ebr gjasht\u00eb vendet e Ballkanit Per\u00ebndimor, Serbia renditet e para (90%), e pasuar nga Shqip\u00ebria (87%).<\/p>\n<p>Korrupsioni i d\u00ebmton burimet natyrore, \u00e7ka n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb, impakton t\u00eb ardhmen e rajonit. Asnj\u00eb vend nuk \u00ebsht\u00eb i imunizuar ndaj ndikimeve negative t\u00eb korrupsionit. N\u00eb rajonin e Ballkanit Per\u00ebndimor, qeveria dhe shoq\u00ebria civile po p\u00ebrqendrohen m\u00eb shum\u00eb n\u00eb faktor\u00eb q\u00eb jan\u00eb kryesisht t\u00eb nj\u00eb natyre ekonomike dhe teknologjike, si p\u00ebr shembull investimi i gjelb\u00ebr, duke mos i kushtuar r\u00ebnd\u00ebsin\u00eb e duhur m\u00ebnyr\u00ebs n\u00eb t\u00eb cil\u00ebn fenomene sociale t\u00eb tilla si korrupsioni cenojn\u00eb sigurin\u00eb rajonale dhe rrug\u00ebtimin e vendeve drejt nj\u00eb rritjeje ekonomike m\u00eb t\u00eb gjelb\u00ebr.<\/p>\n<p>Ka shembuj t\u00eb panum\u00ebrt t\u00eb investimeve q\u00eb rrezikojn\u00eb t\u00eb shkaktojn\u00eb degradim t\u00eb mjedisit dhe shkat\u00ebrrim t\u00eb burimeve natyrore, si p\u00ebr shembull 700 hidrocentrale t\u00eb vogla t\u00eb nd\u00ebrtuara p\u00ebrgjat\u00eb gjith\u00eb p\u00ebrrenjve dhe lumenjve n\u00eb Ballkanin Per\u00ebndimor, si dhe mbi 2800 t\u00eb planifikuara (sipas organizat\u00ebs RiverWatch). Fushatat advokuese t\u00eb shoq\u00ebris\u00eb civile pretendojn\u00eb se nj\u00eb politik\u00eb e till\u00eb \u201cp\u00ebr zhvillim\u201d nuk \u00ebsht\u00eb strategjike, dhe m\u00eb s\u00eb shumti mbetet e rr\u00ebnjosur n\u00eb interesa personale, kontroll dhe zbatim t\u00eb cunguar.<\/p>\n<p>P\u00ebr m\u00eb tep\u00ebr, korrupsioni ushtron ndikime shkat\u00ebrruese n\u00eb performanc\u00ebn mjedisore. Tashm\u00eb, \u00ebsht\u00eb e ditur se grupimet e shoq\u00ebris\u00eb civile jan\u00eb kryesisht t\u00eb angazhuara n\u00eb betej\u00ebn kund\u00ebr ndotjes dhe degradimit t\u00eb mjedisit, duke i kushtuar m\u00eb pak r\u00ebnd\u00ebsi impaktit q\u00eb korrupsioni ka mbi p\u00ebrdorimin efektiv t\u00eb burimeve natyrore n\u00eb procese prodhuese dhe konsum.<\/p>\n<p>Gjithashtu, nj\u00eb tjet\u00ebr m\u00ebnyr\u00eb p\u00ebrmes s\u00eb cil\u00ebs korrupsioni i d\u00ebmton burimet natyrore \u00ebsht\u00eb relaksimi i masave t\u00eb parashikuara n\u00eb politikat dhe rregulloret q\u00eb zbatohen n\u00eb funksion t\u00eb mbrojtjes s\u00eb mjedisit. Kjo mund t\u00eb ndodh\u00eb ose p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb legjislacionit p\u00ebrkat\u00ebs mjedisor, ose sepse ky legjislacion nuk \u00ebsht\u00eb hartuar n\u00eb m\u00ebnyr\u00eb t\u00eb atill\u00eb sa t\u00eb parandaloj\u00eb shfryt\u00ebzimin jo-efektiv t\u00eb kapitalit natyror, \u00e7ka p\u00ebr rrjedhoj\u00eb do t\u00eb pasohet nga degradimi i mjedisit. N\u00eb t\u00eb gjith\u00eb rajonin, shihet si \u00e7\u00ebshtje me shqet\u00ebsim cil\u00ebsia e Vler\u00ebsimeve t\u00eb Ndikimit n\u00eb Mjedis (VNM-ve) dhe ajo e lejeve mjedisore. K\u00ebto pragje t\u00eb ul\u00ebta standardesh, kombinuar me monitorimin dhe raportimin e cunguar mjedisor, sjellin nivele t\u00eb pak\u00ebnaqshme t\u00eb cil\u00ebsis\u00eb s\u00eb hetimit t\u00eb padive mjedisore, dhe b\u00ebhen m\u00eb pas shkak p\u00ebr norma t\u00eb shtuara t\u00eb kriminalitetit mjedisor, duke k\u00ebrc\u00ebnuar rendin dhe sigurin\u00eb publike.<\/p>\n<p>Sipas nj\u00eb v\u00ebzhgimi t\u00eb kryer nga OSBE (2019), n\u00eb Shqip\u00ebri, krimi mjedisor shihet si k\u00ebrc\u00ebnimi publik i dyt\u00eb m\u00eb serioz, i p\u00ebrzgjedhur nga 26.9% e t\u00eb anketuarve, duke identifikuar si ve\u00e7an\u00ebrisht shqet\u00ebsuese veprimtarit\u00eb q\u00eb shkaktojn\u00eb ndotje t\u00eb ujit, ajrit dhe tok\u00ebs, si dhe prerjes s\u00eb paligjshme t\u00eb pyjeve.<\/p>\n<p>Sigurisht q\u00eb duhet marr\u00eb n\u00eb konsiderat\u00eb edhe efekti p\u00ebrmbys\u00ebs q\u00eb mund t\u00eb shkaktoj\u00eb korrupsioni dhe menaxhimi i dob\u00ebt mjedisor. Ai ndikon negativisht n\u00eb faktor\u00eb t\u00eb tjer\u00eb t\u00eb \u201cmbar\u00ebvajtjes shoq\u00ebrore\u201d, t\u00eb till\u00eb si sh\u00ebrbimet, proceset demokratike, etj.<\/p>\n<p>Megjithat\u00eb, ekziston nj\u00eb lidhje e drejtp\u00ebrdrejt\u00eb me \u00e7\u00ebshtjet e siguris\u00eb. Raportimet mediatike flasin p\u00ebr protesta komunitare, ndonj\u00ebher\u00eb mjaft agresive, t\u00eb cilat b\u00ebhen shkak p\u00ebr bllokimin e rrug\u00ebve dhe p\u00ebrplasjen me efektiv\u00ebt e siguris\u00eb. Ata pretendojn\u00eb se praktikat korruptive, t\u00eb kombinuara me pjes\u00ebmarrje t\u00eb ul\u00ebt publike, ndikojn\u00eb negativisht n\u00eb jet\u00ebt e njer\u00ebzve, duke e limituar aksesin n\u00eb burime.<\/p>\n<p>Gjithsesi, v\u00ebrehet se n\u00eb vitet e fundit, fal\u00eb edhe kontributit t\u00eb komuniteteve dhe grupimeve t\u00eb shoq\u00ebris\u00eb civile n\u00eb p\u00ebrmbushje t\u00eb rolit t\u00eb tyre vrojtues-monitorues, ka pasur nj\u00eb shtim t\u00eb rasteve t\u00eb raportuara dhe atyre n\u00eb proces hetimi nga institucionet ligjzbatuese. Nj\u00eb grup k\u00ebshillimor kund\u00ebr krimit mjedisor, me n\u00eb p\u00ebrb\u00ebrje p\u00ebrfaq\u00ebsues t\u00eb shoq\u00ebris\u00eb civile, medias dhe akademis\u00eb, \u00ebsht\u00eb ngritur dhe e ushtron veprimtarin\u00eb e tij q\u00eb nga viti 2019, me mb\u00ebshtetjen e prezenc\u00ebs s\u00eb OSBE-s\u00eb n\u00eb Shqip\u00ebri. Ata kan\u00eb artikuluar nevoj\u00ebn p\u00ebr forcimin e kapaciteteve zbatuese n\u00eb t\u00eb gjitha segmentet e nevojshme: nga monitorimi mjedisor dhe inspektimi, e deri te sistemi i drejt\u00ebsis\u00eb. S\u00eb fundi, Shkolla e Magjistratur\u00ebs po p\u00ebrgatit dhe lan\u00e7on nj\u00eb kurrikul\u00eb specifike p\u00ebr krimin mjedisor, s\u00eb bashku me Akademin\u00eb e Rendit, e cila \u00ebsht\u00eb n\u00eb proces hartimi t\u00eb kurseve t\u00eb trajnimit p\u00ebr policin\u00eb shqiptare.<\/p>\n<p>Vlen gjithashtu t\u00eb ndalemi te sfidat se p\u00ebrse roli i OSHC-ve mbetet i kufizuar: Teksa gjithsekush mund t\u00eb jet\u00eb ekspozuar ndaj paradigm\u00ebs se shoq\u00ebria civile ndihmon qeverisjen n\u00eb negocimin e marr\u00ebveshjeve q\u00eb jan\u00eb m\u00eb efektive dhe demokratike, duke ofruar informacione dhe garantuar legjitimitet; n\u00eb t\u00eb v\u00ebrtet\u00eb, ky lloj supozimi, rreth nj\u00eb fuqie t\u00eb mbinatyrshme t\u00eb shoq\u00ebris\u00eb civile n\u00eb vetvete, mund t\u00eb reflektoj\u00eb nj\u00eb mbivler\u00ebsim t\u00eb kapaciteteve t\u00eb k\u00ebsaj t\u00eb fundit.<\/p>\n<p>Megjithat\u00eb, OSHC-t\u00eb operojn\u00eb n\u00eb nj\u00eb ekosistem\/mjedis t\u00eb caktuar, \u00e7ka e b\u00ebn impaktin e tyre n\u00eb betej\u00ebn kund\u00ebr korrupsionit t\u00eb ndikuesh\u00ebm edhe nga parakushte t\u00eb tilla si media e lir\u00eb, institucionet politiko-ligjore, p\u00ebrfshir\u00eb k\u00ebtu edhe partit\u00eb politike. Gjithashtu, di\u00e7ka e till\u00eb varet edhe nga niveli i rigorozitetit dhe paanshm\u00ebris\u00eb s\u00eb lidershipit, p\u00ebrkundrejt qasjeve arbitrare apo t\u00eb anshme q\u00eb mund t\u00eb ndjek\u00eb ky aktor ky\u00e7.<\/p>\n<p>OSHC-t\u00eb sugjerojn\u00eb se ka nj\u00eb trend drejt t\u00eb ashtuquajturit \u201crecesion demokratik\u201d, sikurse mund t\u00eb klasifikohet tkurrja e hap\u00ebsir\u00ebs civile. Korniza Monitoruese p\u00ebr Mund\u00ebsimin e Zhvillimit t\u00eb Shoq\u00ebris\u00eb Civile, n\u00eb raportin e saj rajonal p\u00ebr vitin 2022, i p\u00ebrpiluar me asistenc\u00ebn e Rrjetit Ballkanik t\u00eb Shoq\u00ebris\u00eb Civile, ngre z\u00ebrin rreth disa sfidave. Nd\u00ebr to artikulohet se \u201cinputi i ardhur nga OSHC-t\u00eb po merret gjithnj\u00eb e m\u00eb pak n\u00eb konsiderat\u00eb, \u00e7ka po sjell ndikim t\u00eb kufizuar t\u00eb tyre n\u00eb proceset politik\u00ebb\u00ebr\u00ebse dhe ato vendimmarr\u00ebse\u201d, shoq\u00ebruar kjo me \u201cp\u00ebrkeq\u00ebsimin e marr\u00ebdh\u00ebnieve OSHC-qeveri\u201d.<\/p>\n<p>Sa m\u00eb sip\u00ebr, na shtyn drejt p\u00ebrmbushjes s\u00eb nevoj\u00ebs p\u00ebr nj\u00eb bashk\u00ebpunim m\u00eb t\u00eb frytsh\u00ebm dhe kuptimplot\u00eb. N\u00eb k\u00ebt\u00eb drejtim, m\u00eb e r\u00ebnd\u00ebsishme se shpesht\u00ebsia e angazhimeve OSHC \u2013 procese politik\u00ebb\u00ebr\u00ebse nga aktor\u00ebt qeveritar\u00eb, mbetet cil\u00ebsia e tyre. Tashm\u00eb, \u00ebsht\u00eb e ditur se grupimet e shoq\u00ebris\u00eb civile jan\u00eb kryesisht t\u00eb angazhuara n\u00eb betej\u00ebn kund\u00ebr ndotjes dhe degradimit t\u00eb mjedisit, duke i kushtuar m\u00eb pak r\u00ebnd\u00ebsi impaktit q\u00eb korrupsioni ka mbi p\u00ebrdorimin efektiv t\u00eb burimeve natyrore n\u00eb procese prodhuese dhe konsum. Gjithashtu, nj\u00eb tjet\u00ebr m\u00ebnyr\u00eb p\u00ebrmes s\u00eb cil\u00ebs korrupsioni i d\u00ebmton burimet natyrore \u00ebsht\u00eb relaksimi i masave t\u00eb parashikuara n\u00eb politikat dhe rregulloret q\u00eb zbatohen n\u00eb funksion t\u00eb mbrojtjes s\u00eb mjedisit. Kjo mund t\u00eb ndodh\u00eb ose p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb legjislacionit p\u00ebrkat\u00ebs mjedisor, ose sepse ky legjislacion nuk \u00ebsht\u00eb hartuar n\u00eb m\u00ebnyr\u00eb t\u00eb atill\u00eb sa t\u00eb parandaloj\u00eb shfryt\u00ebzimin jo-efektiv t\u00eb kapitalit natyror, \u00e7ka p\u00ebr rrjedhoj\u00eb do t\u00eb pasohet nga degradimi i mjedisit. N\u00eb t\u00eb gjith\u00eb rajonin, shihet si \u00e7\u00ebshtje me shqet\u00ebsim cil\u00ebsia e Vler\u00ebsimeve t\u00eb Ndikimit n\u00eb Mjedis (VNM-ve) dhe ajo e lejeve mjedisore. K\u00ebto pragje t\u00eb ul\u00ebta standardesh, kombinuar me monitorimin dhe raportimin e cunguar mjedisor, sjellin nivele t\u00eb pak\u00ebnaqshme t\u00eb cil\u00ebsis\u00eb s\u00eb hetimit t\u00eb padive mjedisore, dhe b\u00ebhen m\u00eb pas shkak p\u00ebr norma t\u00eb shtuara t\u00eb kriminalitetit mjedisor, duke k\u00ebrc\u00ebnuar rendin dhe sigurin\u00eb publike. Sipas nj\u00eb v\u00ebzhgimi t\u00eb kryer nga OSBE (2019), n\u00eb Shqip\u00ebri, krimi mjedisor shihet si k\u00ebrc\u00ebnimi publik i dyt\u00eb m\u00eb serioz, i p\u00ebrzgjedhur nga 26.9% e t\u00eb anketuarve, duke identifikuar si ve\u00e7an\u00ebrisht shqet\u00ebsuese veprimtarit\u00eb q\u00eb shkaktojn\u00eb ndotje t\u00eb ujit, ajrit dhe tok\u00ebs, si dhe prerjes s\u00eb paligjshme t\u00eb pyjeve. Sigurisht q\u00eb duhet marr\u00eb n\u00eb konsiderat\u00eb edhe efekti p\u00ebrmbys\u00ebs q\u00eb mund t\u00eb shkaktoj\u00eb korrupsioni dhe menaxhimi i dob\u00ebt mjedisor. Ai ndikon negativisht n\u00eb faktor\u00eb t\u00eb tjer\u00eb t\u00eb \u201cmbar\u00ebvajtjes shoq\u00ebrore\u201d, t\u00eb till\u00eb si sh\u00ebrbimet, proceset demokratike, etj. Megjithat\u00eb, ekziston nj\u00eb lidhje e drejtp\u00ebrdrejt\u00eb me \u00e7\u00ebshtjet e siguris\u00eb. Raportimet mediatike flasin p\u00ebr protesta komunitare, ndonj\u00ebher\u00eb mjaft agresive, t\u00eb cilat b\u00ebhen shkak p\u00ebr bllokimin e rrug\u00ebve dhe p\u00ebrplasjen me efektiv\u00ebt e siguris\u00eb. Ata pretendojn\u00eb se praktikat korruptive, t\u00eb kombinuara me pjes\u00ebmarrje t\u00eb ul\u00ebt publike, ndikojn\u00eb negativisht n\u00eb jet\u00ebt e njer\u00ebzve, duke e limituar aksesin n\u00eb burime. Gjithsesi, v\u00ebrehet se n\u00eb vitet e fundit, fal\u00eb edhe kontributit t\u00eb komuniteteve dhe grupimeve t\u00eb shoq\u00ebris\u00eb civile n\u00eb p\u00ebrmbushje t\u00eb rolit t\u00eb tyre vrojtues-monitorues, ka pasur nj\u00eb shtim t\u00eb rasteve t\u00eb raportuara dhe atyre n\u00eb proces hetimi nga institucionet ligjzbatuese. Nj\u00eb grup k\u00ebshillimor kund\u00ebr krimit mjedisor, me n\u00eb p\u00ebrb\u00ebrje p\u00ebrfaq\u00ebsues t\u00eb shoq\u00ebris\u00eb civile, medias dhe akademis\u00eb, \u00ebsht\u00eb ngritur dhe e ushtron veprimtarin\u00eb e tij q\u00eb nga viti 2019, me mb\u00ebshtetjen e prezenc\u00ebs s\u00eb OSBE-s\u00eb n\u00eb Shqip\u00ebri. Ata kan\u00eb artikuluar nevoj\u00ebn p\u00ebr forcimin e kapaciteteve zbatuese n\u00eb t\u00eb gjitha segmentet e nevojshme: nga monitorimi mjedisor dhe inspektimi, e deri te sistemi i drejt\u00ebsis\u00eb. S\u00eb fundi, Shkolla e Magjistratur\u00ebs po p\u00ebrgatit dhe lan\u00e7on nj\u00eb kurrikul\u00eb specifike p\u00ebr krimin mjedisor, s\u00eb bashku me Akademin\u00eb e Rendit, e cila \u00ebsht\u00eb n\u00eb proces hartimi t\u00eb kurseve t\u00eb trajnimit p\u00ebr policin\u00eb shqiptare. Vlen gjithashtu t\u00eb ndalemi te sfidat se p\u00ebrse roli i OSHC-ve mbetet i kufizuar: Teksa gjithsekush mund t\u00eb jet\u00eb ekspozuar ndaj paradigm\u00ebs se shoq\u00ebria civile ndihmon qeverisjen n\u00eb negocimin e marr\u00ebveshjeve q\u00eb jan\u00eb m\u00eb efektive dhe demokratike, duke ofruar informacione dhe garantuar legjitimitet; n\u00eb t\u00eb v\u00ebrtet\u00eb, ky lloj supozimi, rreth nj\u00eb fuqie t\u00eb mbinatyrshme t\u00eb shoq\u00ebris\u00eb civile n\u00eb vetvete, mund t\u00eb reflektoj\u00eb nj\u00eb mbivler\u00ebsim t\u00eb kapaciteteve t\u00eb k\u00ebsaj t\u00eb fundit.
