Projekti \"Environmental Justice in Albania\" (EJA) \u00ebsht\u00eb nism\u00eb q\u00eb synon t\u00eb fuqizoj\u00eb institucionet dhe komunitetet lokale n\u00eb adresimin e \u00e7\u00ebshtjeve q\u00eb lidhen me paligjshm\u00ebrit\u00eb mjedisore. I financuar nga Bashkimi Evropian p\u00ebrmes Programit IPA III, kjo nism\u00eb bashkon REC Shqip\u00ebri, BlueLink Bullgari, dhe BIRN Shqip\u00ebri, me mb\u00ebshtetjen strategjike t\u00eb Prezenc\u00ebs s\u00eb OSBE-s\u00eb n\u00eb Shqip\u00ebri.<\/p>

\"EJA\" \u00ebsht\u00eb hartuar rreth nj\u00eb strategjie gjith\u00ebp\u00ebrfshir\u00ebse me dy drejtime, fuqizimin institucional dhe angazhimin e komunitetit. N\u00eb thelb t\u00eb saj, nisma fokusohet n\u00eb pajisjen e pal\u00ebve kryesore t\u00eb interesuara me mjetet dhe njohurit\u00eb e nevojshme p\u00ebr t\u00eb luftuar n\u00eb m\u00ebnyr\u00eb efektive shkeljet mjedisore. Organet e zbatimit t\u00eb ligjit, prokuror\u00ebt dhe gjykatat do t\u00eb marrin mb\u00ebshtetje praktike p\u00ebr t\u00eb forcuar kapacitetet e tyre hetimore dhe ligjore, duke i mund\u00ebsuar atyre t\u00eb identifikojn\u00eb, dokumentojn\u00eb dhe ndjekin penalisht paligjshm\u00ebrit\u00eb mjedisore n\u00eb m\u00ebnyr\u00eb m\u00eb efektive.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Projekti shkon p\u00ebrtej qasjeve tradicionale duke krijuar kanale komunikimi t\u00eb drejtp\u00ebrdrejta midis institucioneve dhe komuniteteve lokale. Kjo qasje synon t\u00eb thyej\u00eb barrierat dhe t\u00eb nxis\u00eb nj\u00eb mjedis bashk\u00ebpunues ku qytetar\u00ebt mund t\u00eb ndihen pjes\u00ebmarr\u00ebs aktiv\u00eb n\u00eb mbrojtjen e mjedisit. Pal\u00ebt lokale t\u00eb interesuara do t\u00eb trajnohen, duke m\u00ebsuar se si t\u00eb identifikojn\u00eb dhe dokumentojn\u00eb shkeljet, t\u00eb navigojn\u00eb proceset komplekse t\u00eb raportimit, dhe t\u00eb kontribuojn\u00eb n\u00eb nd\u00ebrtimin e padive me informacion shterues.<\/p>

P\u00ebr t\u00eb mb\u00ebshtetur k\u00ebt\u00eb vizion ambicioz, projekti do t\u00eb gjeneroj\u00eb disa burime kritike q\u00eb kan\u00eb munguar n\u00eb peizazhin e drejt\u00ebsis\u00eb mjedisore t\u00eb Shqip\u00ebris\u00eb. Grupimi i ekspertiz\u00ebs \"EJA\" do t\u00eb nd\u00ebrtoj\u00eb nj\u00eb baz\u00eb t\u00eb dh\u00ebnash gjith\u00ebp\u00ebrfshir\u00ebse rreth dokumentimit t\u00eb krimeve mjedisore, duke ofruar nj\u00eb themel t\u00eb fort\u00eb p\u00ebr hetimet e ardhshme. Gjenerimi i nj\u00eb platforme t\u00eb centralizuar eskpertize, e cila t\u00eb sh\u00ebrbej\u00eb si burim njohurish rreth profesionist\u00ebve shqiptar\u00eb dhe t\u00eb tuaj t\u00eb jurisprudenc\u00ebs me profil mjedisor, duke leht\u00ebsuar shk\u00ebmbimin e njohurive dhe t\u00eb m\u00ebsuarit e vazhduar. Projekti do t\u00eb ngrej\u00eb edhe nj\u00eb Linj\u00eb t\u00eb Gjelb\u00ebr p\u00ebr Raportimin e Krimeve Mjedisore. Kjo linj\u00eb do t\u00eb jet\u00eb e dedikuar dhe synon t\u00eb fuqizoj\u00eb qytetar\u00ebt t\u00eb raportojn\u00eb drejtp\u00ebrdrejt shkeljet mjedisore, duke ngushtuar hendekun midis nd\u00ebrgjegj\u00ebsimit t\u00eb komunitetit dhe veprimit institucional.<\/p>

Ambicia p\u00ebrfundimtare \u00ebsht\u00eb krijimi i nj\u00eb rrjeti q\u00eb bashkon shoq\u00ebrin\u00eb civile, mediat investigative dhe agjencit\u00eb e zbatimit t\u00eb ligjit. Duke zhvilluar nj\u00eb model t\u00eb riprodhuar p\u00ebr luftimin e krimeve mjedisore, projekti EJA synon t\u00eb transformoj\u00eb drejt\u00ebsin\u00eb mjedisore nga nj\u00eb koncept abstrakt n\u00eb nj\u00eb realitet konkret dhe t\u00eb zbatuar n\u00eb Shqip\u00ebri. Project Snapshot The Environmental Justice in Albania (EJA) project is a ground-level initiative to tackle environmental crimes by empowering local institutions and communities. Funded by the European Union through the IPA III Programme, this initiative brings together REC Albania, BlueLink Bulgaria, and BIRN Albania, with strategic support from the OSCE’s Presence in Albania. The EJA project is designed around a comprehensive two-track strategy that addresses environmental crime through institutional empowerment and community engagement. At its core, the initiative focuses on equipping key stakeholders with the tools and knowledge necessary to effectively combat environmental violations. Law enforcement, prosecutors, and courts will receive practical support to enhance their investigative and legal capacities, enabling them to more effectively identify, document, and prosecute environmental crimes. Approach The project goes beyond traditional approaches by creating direct communication channels between institutions and local communities. This approach aims to break down barriers and foster a collaborative environment where citizens can actively participate in environmental protection. Local stakeholders will be trained to become proactive guardians of environmental justice, learning how to identify and document violations, navigate complex reporting processes, and contribute to building robust legal cases. To support this ambitious vision, the project will generate several critical resources that have been notably absent in Albania’s environmental justice landscape. The EJA Investigative Corp will serve as a comprehensive database of environmental crime documentation, providing a solid foundation for future investigations. Complementing this, the Cap & Gap Report Series will offer analytical insights into institutional strengths and weaknesses, guiding targeted improvements in environmental law enforcement. Outputs A centralized EJA Expertise Platform will emerge as a knowledge hub for environmental legal professionals, facilitating knowledge sharing and continuous learning. The project will also establish an Environmental Crime Reporting Hotline \u2013 a dedicated green line that empowers citizens to directly report environmental violations, bridging the gap between community awareness and institutional action. The ultimate ambition is to create a collaborative network that brings together civil society, investigative media, and law enforcement agencies. By developing a replicable model for combating environmental crimes, the EJA project aims to transform environmental justice from an abstract concept into a tangible, actionable reality in Albania.
